On March 31, 2020, Governor Roy Cooper released Executive Order 124 (EO 124) listing utilities as critical infrastructure and the associated assistance to be implemented. Governor Roy Cooper found it reasonable and necessary to extend the utility customer assistance provided in EO 124 for an additional sixty (60) days beginning on May 30, 2020 with the new EO 142.
In accordance with EO 124, residential utility account disconnections for non-payment were suspended for a period of at least 60 days starting on March 31, 2020. Under the current EO 142, this shall remain in effect until 11:59 pm on July 29, 2020.
In accordance with EO 124, the utility will not impose new penalties for late payments or collect on penalties that were imposed on residential accounts as of March 31, 2020, for at least 60 days. Under the current EO 142, this shall remain in effect until 11:59 pm on July 29, 2020.
In accordance with EO 124 and EO 142, the utility will offer a payment plan to pay off over at least a six-month period any past due balances accumulated during the effective period of EO 124 and any order extending EO 142. In the event the utility service provider and customer are unable to agree on the duration of an extended repayment plan, the default repayment period shall be six (6) months. No interest or late fee will be charged on the past due balances accumulated during that time.
In accordance with EO 124, records indicate the Town of Manteo does not have any customers that were disconnected for nonpayment since Executive Order 124 took effect on March 31, 2020. Customers who experienced disconnection prior to these actions, if any, are encouraged to call Town Hall at 473-2133 to discuss reconnection options in compliance with EO 124.
EO 124 notes that customers are not relieved of their obligation to pay bills for receipt of any service covered by the order. Please note that charges for utility service will continue to accrue in accordance with North Carolina General Statutes and the Town of Manteo Code of Ordinances.
